Department of Magical Transportation
In a world of magic, it's hard to imagine that witches and wizards would be constrained by such mundane matters as how they'll move from point A to point B. Yet, even the most potent magic has its limits, and not everything is without risk. So how do our characters get around, and what options remain at their disposal?
The following is a breakdown of approved (with safety and practical restrictions in mind) methods of transporting wizards from one place to the next. You will find that, with distance, magic becomes less and less a reliable means as the peril at such distances increases.

Apparition
At the end of a student's sixth year at Hogwarts, they are permitted to take the apparition exam hosted within Hogwarts castle in order to gain an apparition licence. With this licence, witches and wizards are able to apparate from place to place, covering distances in seconds. When done right and within safe distances, it is the most convenient form of travel.
This is the best option to cover a few or so miles comfortably. When distance permits, it sometimes becomes possible to apparate into the adjoining city/town, depending on overall proximity. Apparition requires visual familiarity with the target destination and strong concentration.
This mode of transportation is riskier at longer distances (cross region, cross country, cross continent). Canonically, it has been established that great distances – especially across large bodies of water – are not done using apparition. This is because of the related risks, most commonly severe splinching and death. Additionally, due to international restrictions, even when the distance is within the capabilities of apparition, a witch or wizard is not permitted to apparate across country borders and must go through the proper ports of entry.
This is non-negotiable, and those found in breach of this statute will be punished to the fullest extent of the law.
Broom Flight
Brooms aren't only meant for Quidditch. At short enough distances, these transportation devices can get you where you want to go. Brooms are often used for daily commutes (typically within the same city), quick errands, etc. They are a slower option than apparition and become impractical during severe weather but are perfectly acceptable on days with clear skies or enough visibility.
There are height restrictions for flight to avoid unfortunate run-ins with other forms of air traffic and avians. There are also firm restrictions in place regarding where persons are permitted to fly in keeping with the Magical Statute of Secrecy. This excludes most predominantly or overwhelmingly Muggle areas. Those in more rural areas find they have fewer restrictions with the use of their brooms than those in the bustling cities.
As with apparition, you are not permitted to cross borders without proper authorisation.
One should be careful when routinely taking brooms on longer travel (typically intercity), as brooms are prone to general wear and tear caused by such trips. As a rule, the more often one flies and the further the distance, the more often they will need to bring their broom in for repairs and perform maintenance tasks.
This can become costly over time; however, failure to maintain one's broom may lead to sudden failures mid-flight. Healers also warn that prolonged broom use can lead to joint and back issues, though these are most common in cases of excessive broom use.

Floo Network
Through the use of the well-established and impeccably maintained Floo network, witches and wizards are able to travel across dozens or even hundreds of miles. The Floo network is extensive, well-connected and reasonably simple to have installed in any wizarding home. Once connected, many locations open up all across the country.
For anyone desirous of their own Floo, they must first come in to be registered with the Department of Magical Transportation. All Floo networks, both public and private, can be, and often are, monitored to ensure strict compliance with usage. This doesn't mean that the ministry is watching your every move, but that - if needed - they can, once you've decided to make use of the network.
This is a fast, safe means of travelling, and many popular destinations are already equipped with a Floo Station. The drawback comes, of course, if the location you have in mind does not contain a Floo Station or other connection to the network; however, these cases are becoming fewer and fewer with each year of Floo Network expansion.
Floos are connected within countries, with no external connections established. This is in compliance with international laws on movement and immigration.
Distances covering more than a few hundred miles may require getting out at one Floo station before re-entering to carry on with your journey.
Apparition (Advanced Casters Only)
As mentioned before, apparition is best when done at shorter distances; however, at regional distances, it is still possible for those with exceptional magical ability. At this distance, dangers increase exponentially and require firm control over one's magic. In addition, in such cases, several 'jumps' are typically required in order to break up the distance enough to reduce fatality.
The Knight Bus:
Commissioned in 1865 and operated under the Department of Magical Transportation, the Knight Bus is yet another way for wizarding kind to get around. It is a triple-decker that travels at sometimes frightening speeds, but fear not, there's never been an accident.
It was created as a means of helping the underage and infirm get to where they're going in a safe and timely manner. One needs only to 'hail' the bus (lifting their wand as a muggle would lift their hand to stop a bus), and the bus will be there. For planned trips, reservations can be made. In fact, the inn over in Diagon Alley offers tickets with their rooms.
To travel on this bus, there is a flat fee of 10 sickles regardless of the distance one intends to travel.
Trains: (Muggle or Magical)
This method needs no introduction. Whether it's the mundane rails that take you across the country (across Europe) or the Hogwarts Express that transports students to and from Hogwarts, trains are an essential part of Muggle and wizarding transport.
Like the Knight Bus and the Floo Network, these vehicles can get you to set stops, depending on the infrastructure available. Unlike the former two, it can also take you across Europe. Transportation is often dependable and comfortable, if not a bit slow, and is a staple even among many wizarding families. Trains become especially useful the longer the distance you intend to travel; however, they are limited by their stations and require documentation when crossing borders.
Trains have long since been considered 'the sensible choice' for their low risk/requirements, comfort and affordability.
Automobiles:
Those who have them use them. An exceedingly Muggle means of travel, cars have become more common in the past decade, particularly after the unveiling of the Ford Model T. There are pureblood families who shun this innovation, as they do anything pertaining to Muggle technology, but most sensible witches and wizards with a desire to travel under the radar and don't mind braving the terrifying streets have already found themselves in position of such machines.
Whether for a drive around the town, or longer trips out into the countryside, the world opens up to those in possession of these vehicles. Maintainance and gas can add up over time but for many, these are but the price to pay for comfortable private travel (as opposed to trains) and the option to blend in with the wider society. These vehicles do not need to be registered with the ministry, though they must be registered with Muggle authorities.
As a bonus, these automobiles can often be driven onto ships and ferries, allowing you to take them with you on longer journeys - for an additional fee.
Long Distances
(Across Countries/Oceans)
(Across Countries/Oceans)
Note: There are no approved magical means of travelling from country to country or across large bodies of water. This is both for safety and to comply with international standards on entry and documentation.
Methods such as Floo Networks, apparition, brooms and ground transport, etc., are able to get you to the ports of exit (depending on their respective distance capabilities); however, at this point, each witch or wizard – along with their proper documentation – is required to comply with exit/entry procedures and employ a means of transport outlined below:
Ferries/Ships (Magical or Mundane):
During this decade, ferries and ships are the most common means of moving across seas and oceans. Air travel is still in its infancy, with most flights not being offered commercially, even for the wealthy. This is especially true of longer flights, with the flights focused on shorter distances on the rare occasions they are availabele. It will take decades more for this to change, forcing all who wish to make such long trips to brave the waters in one of many liners.
Tickets are typically sold by class with the wealthiest booking themselves passage in first class. Middle to upper middle class typically reserve second class and the working class (often with some amount of prior saving) book themselves passage in third class.
Trips, particularly from England to America, often run for 10 days depending on the weather at sea. In fair weather, the trip can sometimes be shaved down by a day or two.
In addition to Muggle Liners, there are a few Magical Liners that operate less frequently and under strict secrecy through the manipulation of documentation at ports of entry to prevent suspicion over the length of their voyages, typically running for much shorter at around 5 days. The S.S. Arcanaia and the S.S Mysteria are two such magical ships. The former is known for its speed and relative affordability, sometimes able to cut trips down to 4 days, while the latter is known for its opulence and slower, steadier pace that sometimes stretches the journey into a 6th day.
